Restrictions Affecting Collectors in Russia

October 17, 2022 Update: 

Russian Collectors are now able to withdraw their NBA Top Shot, NFL ALL DAY, and UFC Strike NFTs from their Dapper Wallet to a supported wallet. You can find information on connecting your Blocto Wallet to your Dapper account here.

Since our payment processing and stored value service partner – Circle – directed us to take action on all accounts impacted by the new October 6 restrictions, we've been working to provide support to the maximum extent permitted by law as well as identify solutions for account holders. This includes building alternative NFT custody solutions to give our customers the option to move their NFTs off of the Dapper platform. Starting today, we are enabling users to withdraw their NBA Top Shot, NFL All DAY and UFC Strike NFTs from their Dapper Wallet to a supported wallet. Please note there is a 24-hour waiting period after you first connect your supported wallet.  This is an added security measure to keep our community safe. 

October 6, 2022 Notice:

The EU imposed new sanctions against Russia and Russian nationals, which include financial-related sanctions that impact companies providing services related to crypto assets.  

It is now prohibited to provide crypto-asset wallet, account, or custody services of any value to accounts with connections to Russia, irrespective of the amount of the wallet.

Our payment processing and stored value service partner - Circle - is subject to EU regulations. Circle holds custody over customer funds and because they required immediate action, we had to comply with their direction in this instance and suspend accounts with connections to Russia, but we did not close any of these accounts.

As a result, Dapper has had to suspend accounts with connections to Russia from the following:

  • The purchase, sale, or gifting of any NFT across Dapper Sports and Dapper Partners
  • Dapper Balance Purchases
  • Participate in challenges across our platforms

However, Dapper has not closed the accounts. Users impacted by these actions can continue to access and view their NFTs. Additionally, regardless of this new regulation, any NFT previously purchased by an impacted user continues to belong to that user. Any Moments you own and any Dapper Balance continue to be your property.
